Intermittent issue with GoTo APIs

Resolved

On January 7th, between 8:45pm and 9:05pm UTC, for a small duration all GoTo APIs might have faced issue where clients would have expect connection issues.

The issue is resolved and we confirm that all services are functional.

We will conduct an internal investigation of this issue and make appropriate improvements to our systems to help prevent or minimize future recurrence.
